Printed act establishes a yearly tax on all carriages used for the conveyance of persons. Decided at a session of the Third Congress in Philadelphia 2 December 1793 and approved on 5 June 1794.

Written from the War Office. Provides an extensive analysis of the United States's relationship with the Creek Nation in the Ohio territories as well as Georgia. Also provides information on other nations, such as the Choctaw, Chickasaw, and Cherokee. The Indians were facing threats from white settlers encroaching on their land. Knox warns that the situation was growing critical, "Already the Cherokees have taken refuge from the evidence of the frontier people of North Carolina within the limits of the Creeks," Knox wrote. Burton has agreed to pay Knox, Winslow and Winslow six shillings per acre, and they have provided him with a "Warrantee Deed."

Writes that there is nothing more he can do, except to send good wishes, and that he is "much mortified by it." A pencil note near the signature, likely written at a later date, states, "Who wrote against the Cincinnati," a reference to Burke's attacks on the Society.
