Attacks both the Democratic and Republican Parties for not stopping Chinese immigration, but reserves special vitriol for Ulysses S. Grant. Includes notes from a Board of Health meeting describing sub-par living conditions and rampant disease. Part three includes an address by Mayor Kalloch on how to clean parts of the city using the Street Department and installing proper sewerage.
