This document remits penalties for a British barque and is countersigned by Daniel Webster as Secretary of State. Tyler remits penalties incurred by the British barque Redwing, which had arrived at New York with excess passengers. Dudley Persse, the consignee of the Redwing, and James Evans, the Master, petitioned for a remission of the penalties incurred based on the fact that when the ship first sailed it was in compliance with United States laws. Broadside printed on off-white silk and mounted on a wood backer board. Three columns of type with floral border and an eagle at top with a banner reading "E Pluribus Unum." Noted at top "For D.D. Davis." Tyler writes that he has always felt that Congress should not establish a Bank of the United States. Discusses the failure of previous national banks in the United States. Dimesions of the backer board are 45.5 x 30 x .8 cm.

Dorr's followers who wanted to put a new Rhode Island state constitution in place to expand suffrage, illegally elected Dorr the governor. Tyler explains his response to the affair, his desire for amnesty, peace, and to undercut public sympathy for the Dorrites who invoked the right of rebellion. Concedes that "Dorr's recent proceedings have been so extravagant a character as allmost to extinguish the las hope of a peaceable result." He discusses the defeat of Judge Campbell, who had been rejected because he was a Roman Catholic: "to make a man's religious opinions the test for office is to break down the fairest and most beautiful pillar of the Constitution." He believes the Presidential election remains an open contest, and that his support of the tariff of 1842 would be a suitable point on which Robert Tyler might speak. He believes that Millard Fillmore is likely to obtain the Whig nomination. John Tyler was President of the United States from 1841 to 1845.
