Report of the Confederate Treasury Department to the Confederate Congress. Trenholm signs as Confederate Secretary of State. Addressed to Bocock as the Speaker of the House of Representatives. Discusses finances, debts owed by the War Department to individuals for supplies, and increasing taxes to make up the deficit. Provides a detailed accounting of appropriations and expenditures to explain why the November 1864 estimate of $114 million as the "arrear of indebtedness" was too low. Trenholm, Secretary of the Confederate Treasury, discusses the preparation and transmission of bonds from the Register. Informs Clark, Governor of Mississippi, that it will be impossible to furnish bonds smaller than $500. Written on Confederate States of America Treasury Department stationery. "The Register has been instructed to prepare the bonds, and transmit them as early as possible to Mr. Whitfield. It will not be possible, I think, to furnish any bonds of smaller denominations than $500...."
