Title: In Senate of the United States. April 28, 1828. Mr. Tazewell made the following report:

20th Congress, 1st session, doc no. 178. The Committee on Foreign Relations report declares Congress has no authority to find territory on the coast of Africa for colonization, or to appropriate money for colonization, because such powers are not expressly granted by the Constitution.
