Written at Fortress Monroe. Stringham, Flag Officer and Commander of the Atlantic Blockading Squadron, writes to Mercer, Captain of the Wabash, flagship of the Squadron. Reports, "It affords me pleasure to be the medium for forwarding to you a copy of the Hon. Sec. of the Navy congratulations on our recent victory at Forts Hatteras & Clark.
