Discusses difficulties obtaining clothing and related supplies. Wonders where French support is, but is unconcerned. "Our patience is fairly exhausted and we begin to doubt the Existence of the Count D'Estaing his Fleet and even Georgia or Carolina. It is certainly very unaccountable but the delay that he has met with is not I believe any great misfortune to us." Has unconfirmed reports of troop movements in New York.

Written by Major General St. Clair to Bourne. References Bourne's previous letter. Has left it at home, which has kept him from replying as particularly as he wanted. Letter deals with a business transaction the two made previously with a Mrs. Bayard. Says he has no recollection of the conveyances he mentions, but says he does not doubt their authenticity. Mentions how payments should be made. Says he will be a better correspondent as his army duties are about to cease. Relates information on his family. Free frank is signature "Genl. St. Clair."

Reports that he was able to advise Knox of the arrival of General Richard Butler and the last contingent of troops. Says the Kentucky militiamen are expected on 25 September. Will probably move from the camp on the Great Miami River on or before the 25 September. Since St. Clair last wrote on 23 September, Colonel Oldham arrived with the Kentucky militia. Oldham brought a letter from General Charles Scott, which is enclosed (not included). Scott has doubts about the militia, but Oldham has been reassuring. As the militia was "called out by draught," Scott believes he will not be able to command another volunteer expedition. Writes concerning the purchase of horses for the troops. States "in consequence of no person's appearing at Fort Washinton on the part of the Contractors to make provision for the transportation of the flour & for the Army, I had been obliged to take it upon myslef, and had ordered...an Agent, to provide the horses and carriages that would be necessary." Appeares to be a mix-up in ordering horses, so asks Lexington to "suspend your purchases of horses until you hear again." Noted as a copy. Watermarked "Watt & C Patent Copyin[g]." Letterpress copy.

Title: Extracts from the Queries laid before a Board of General Officers by General S Clair for His Excellency Genl Washington.

Discusses the case of Captain Gerlach, deputy quartermaster of the Brunswick troops. Suggests that [Heinrich] Gerlach be required to provide an inventory for stores that were supposed to be shipped to the Convention Troops, and that he complete the transport. Continues that if it is revealed that British Commissary Hoakerly disposed of the goods at Yorktown, as alleged, the vessel and remaining goods should be forfeited. Clerical copy in the hand of St. Clair's aide de camp.
