Title: to George Ulmer
Appears to be an official statement of events that took place in the county of Hancock, Maine. An informant reported there was a large gathering of armed men who intended to head to [Cartine?], Maine to release the prisoners. The informant reports the group of men were armed with muskets, bayonets, knapsacks, and swords and were trying to recruit followers and threatening those who refused to join them. Date was added at a later date in pen. There is a note written from George Ulmer on the bottom of the letter dated the same day stating Seobey made a solemn oath to the truth of his testimony.
