Has enclosed a copy of his proposition (a plan regarding inland navigation and communications in South Carolina, GLC02437.04228) and is sure the government will look favorably on it. Hopes that Knox can promote the project to his friends. Also offers to provide Knox with any news or information about the Southern states should he have questions.
