Written in the hand of Captain Russell, aide-de-camp. Reports on events which occurred since Prince was assigned to command the District of Kentucky. Relates that he was superceded unannounced by another commander (possibly Stephen Gano Burbridge). Writes that "a policy calculated in my belief to spread ruin & devastation and having no good in it, is being pursued, at the moment that an improvement in the feeling of the citizens towards the government was making itself apparent to me.."
