Written by Pettit as an importing merchant in Philadelphia to Major General Greene as commander of the Southern Department. Pettit was Greene's assistant adjutant general 1778-1781. Mentions he sold Greene's and his own shares in the Batsto Estate. Says they are going to have to wait for their money because of issues with the estate. Says he has little ready money as a result. Mentions political backbiting at the Pennsylvania Assembly. Talks about the reduction of salaries of certain officers in order to starve them out so the current Assembly can appoint new ones. Title: [Estimate of the profits of the office of the Commissary General of Forage]

Pettit, acting as Assistant Quarter Master General, responds to the request of Colonel Clement Biddle, former Commissioner General of Forage, for the profits of his office since 2 March 1778, when General Nathanael Greene became Quarter Master General. Provides a detailed calculation of Biddle profits from commissions. Provides an example of the form and acceptability of war-profiteering during the American Revolution.

Recommends Major Reading Howell, the bearer of this letter, who is collecting materials in order to create an accurate map of Pennsylvania. Writes, "It has been suggested that some surveys taken for the use of the Army during the War, & now supposed to be lodged in the War Office, may be particularly useful on this occasion."
