Title: to George Washington

Written by Paca, a signer of the Declaration of Independence, as Governor of Maryland to General Washington. Signature has been clipped and added. Says there is reason to believe the British crown has prohibited offensive operations on the continent. Claims that if that is true, it has been violated by armed vessels in the Chesapeake. Says a party under Wheland landed and plundered the town of Benedict, Maryland. Mentions that Colonel Plater's negroes were plundered. Wants Washington to know about these violations so he can bring them up in any future negotiations with British officers.

States that Mr. Aspden, a merchant in Philadelphia, is now in Annapolis and is soliciting passage home with the British Governor of Maryland, Robert Eden. Asks that the Council of Safety promote his passage if possible. Postscript remarks upon his determination to form an independent government, "Government must be affirmed - instructions must be withdrawn - Powers must be given to your delegates to make foreign alliances - I speak seriously. I expect to be down in time." Letter damaged at center with losses affecting text.

Written by Paca as a state senator in Maryland to Homsley, a resident of Queen Anne County, Maryland. Discusses the market for barley and tries to negotiate a sale with Homsley. Mentions that the enemy's light horse have made an excursion into New Jersey. They have caused mischief with the principle damage being the burning of a courthouse (the town's name is illegible). Says he received a letter from a colonel of militia that says he captured a British colonel and three privates after they had their horses shot from under them.
