Full title: "The Ninth National Bank of the City of New York, Agent for the United States Treasury, asks attention to the following Interesting Questions and Answers Relative to the 7--30 U.S. Loan." Broadside says that 9th National Bank has been appointed by the Secretary of Treasury and Jay Cooke, a special Treasury agent, to dispose of the "Only Popular Loan now offered for sale by the Government."
