Mercer, Governor Hick's aid-de-camp during the April 19, 1861 Baltimore Riot, states that during the riot Hicks refused to interfere with the passage of Northern troops through the city despite the urging of his political colleagues. Written at the Mercer family estate.

Mercer, Maryland Governor Hicks' aid-de-camp during the April 19, 1861 Baltimore Riot, transmits a statement (not included) describing events of the Riot. Claims that he heard Hicks order General Charles Calvert Egerton to drive back the mob of citizens confronting Northern soldiers during the milieu. States that Egerton, who drove back Union troops instead of Baltimore citizens, claims misapprehension of Hicks' orders.
