Seeks to clarify Boyd's request for a loan of fifteen million dollars. Inquires whether the loan should be granted in bonds or stock, and if he can draw on Boyd for the money. Docketed in pencil, possibly at a later date.

Memminger, Treasurer of the Confederacy, declines a request from Allen, Governor of Louisiana, to "purchase five millions of treasury notes with the Bonds of the State of Louisiana." He states that an act passed on February 17, 1864 reduced the value of Confederate currency, thus rendering Allen's request impracticable to fulfill. Letter written on Confederate Treasury Department stationery. Contains a "Rebel Archives" stamp. Marked "Duplicate."

Memminger, Secretary of the Confederate Treasury, discusses an attempt to raise funds for the Confederacy (refer to GLC00832.01) with Schley. He states that bonds in the form that Schley proposed cannot be issued, due to a recent act passed by the Confederate Congress. He discusses specific details related to domestic and foreign issuance of bonds, as well as their principal and interest. Docketed "For Mr. Washington" and marked as a copy. Schley was a prominent Georgia cotton manufacturer.

Memminger, Secretary of the Confederate Treasury, requests the financial advice of Trenholm, Confederate agent in Europe. He reports a measure adopted by the Confederate Congress for "raising 250 millions by the issue of 20 year bonds, with Coupons payable at the pleasure of the Government in Coin or Cotton." He requests Trenholm's guidance on bringing these bonds into domestic and foreign markets, stating that the bonds' value in Europe "would be compounded of two elements, the value of Gold here and Cotton there."
