McDowell writes that the Mississippi Governor, despite having no patronage or money, is seeking to defeat a new constitution. He believes that removing the governor would result in "political martyrdom," and actually increase his influence. Writes that in case he is wrong, he recommends General Adelbert Ames as military governor. Written on Headquarters 4th Military District, (Department of Mississippi and Arkansas) stationary. General McDowell, commanding Division of the Potomac, writes to Cameron, Secretary of War. Recommends Captain James A. Hardie, 5th Artillery, for appointment as assistant inspector general. Writes "He is, beyond question, one of the most competent persons for the place in the Army and in every way worthy of it. He has no equal in many qualifications which he possesses for a staff officer."

The Seller's Description states that this letter was "from a small collection of correspondence addressed to John Sherman, who had just become a U.S. Senator from Ohio at this date." Says "Permit me to introduce Captain R. S. Granger ... The Captain is in a position to need your aid, and as his case is a very important one as involving a great principle and as bearing on the way existing hostilities are to be prosecuted, I have assumed you might find it of sufficient interest to claim your consideration."
