WIth autograph endorsement signed by Jefferson Davis on the verso: "Secty of Treasury for attention, the purpose is known and approved I hope the aid asked for can be promptly given - Jeffn Davis." With Confederate twenty cent tax stamp. Mallory was Confederate Secretary of the Navy.

Letter appointing Ruggles, who was in Jackson, Mississippi, as Acting Midshipman in the Confederate Navy, Signal Corps. Ruggles was assigned to the second class. Buchanan's endorsement says that Ruggles "Reported July 21st 62. Report for duty on board the 'Morgan.'" Edward S.
