Written by Livingston, a wealthy merchant, as President of the New York Provisional Congress. Printed letter at the top of recto asks counties that have not formed committees to do so without delay. Also says no coercive steps should be made to force people to get involved. Bottom part of recto contains resolution of the Provisional Congress for townships, precincts, and districts to form county committees.
