Felix Mullen had been convicted in the District of Columbia for burglary in December 1861. He was pardoned by Lincoln after he had petitioned arguing that the jury was in ignorance of the law and said he would return to his military duty with the 10th New Jersey Regiment.

A two-page petition regarding churches in Port Royal, S.C., occupies recto and verso of first leaf. Lincoln's note appears on verso of second leaf. Lincoln writes about the danger of conflict among different religious denominations in their ministry to the colored people in Port-Royal. He suggests that the churches not have interference from others, hoping that "a real Christian charity and forbearance on the part of all" will eliminate the discord. Discussing the Battle of Fort Pillow, Tennessee, President Lincoln informs Usher, Secretary of the Interior, "it is now quite certain that a large number of our colored soldiers, with their white officers, were, by the rebel force, massacred after they had surrendered ... " Requests Usher's counsel regarding the government's course of action following the Fort Pillow events. The letter was also sent to the rest of the cabinet, including Secretary of the Navy Gideon Welles (see GLC07698). Signed by Lincoln. Written on Executive Mansion stationery.

Lincoln reports his recommendation to the House that Brimfield, Illinois Postmaster H. M. Barney be released from paying specie funds lost in a disastrous fire. Barney's store, along with all the papers of the post office, was destroyed by fire on 15 December 1847.

Writes that he has heard that the General Land Office is going to be given to Illinois and that Thomas Ewing, the Secretary of the Interior, wants Justin Butterfield to be appointed. Lincoln advises that this would be a great mistake. "I give you my word, the appointment of Mr. B will be an egregious political blunder. It will give offense to the whole whig party here, and be worse than a dead loss to the administration of so much patronage." Lincoln then recommends himself or his candidate for the position. Lincoln was not granted the position.

The Sanitary Commission engaged in hospital and other charitable work during the Civil War; it was a forerunner of the Red Cross. Countersigned by Secretary of State William H. Seward and Lincoln's personal secretary John G. Nicolay. Pardoned by Abraham Lincoln because Benson had been imprisoned for failure to pay the fine, because Benson's offense against the Criminalizing Mutiny on the High Seas Act (March 3, 1835, c. 40, sec. 1 and 2) was of a technical nature, and because the U.S. Attorney who prosecuted the case had petitioned on his behalf. Also his conduct while incarcerated had been good. In his petition, Mullen had asked to be pardoned so that he could return to the 10th New Jersey Volunteers.
