Signed by Lincoln on 11 July 1863. Brigadier General Edward Canby informs Major General Schofield that John A. Gurley, the Governor of Arizona, will be passing through the Missouri Territory. Requests that Schofield, stationed in Missouri, provide Gurley with an escort. States that Gurley and his party intend to organize a civil government for the Arizona Territory; Lincoln approves this intention.

Title: [Pardon of Ezekiel D. Dyer for fraud].

Countersigned by Secretary of State William H. Seward. Dyer was convicted in December, 1859, and sentenced to the jail at Plymouth, Massachusetts. He remained in prison after completing his sentence because he was unable to pay his fine. He was pardoned at the request of Massachusetts politicians, Senator Henry Wilson, and representatives Alexander H. Rice, Charles R. Train, and H. L. Dawes. B. F. Hallett also requested Dyer's pardon.

Lincoln authorizes a treaty with the Northwestern Bands of Shoshonee Indians dated July 30, 1863. The treaty was made at Box Elder, Utah Territory. Brigadier General P. Edward Connor, commander of the military district of Utah, and Commissioner James Duane Doty, governor and acting superintendent of Indian affairs in Utah Territory, represented the United States. A chief named Pokatello led several chiefs representing the Shoshonee. The treaty secured peace, upheld the July 2, 1863 Treaty of Fort Bridger, increased the band's annuity, and stated the boundaries of the band's territory.

Wright called upon Lincoln to make the appointment, and brought a favorable recommendation from General John Sedgwick. He asks that the promotion be made unless Stanton has a valid objection.

Stanton asks Lincoln to provide a citation to an Act of Congress that excluded improper applicants from seats in House of Representatives which Lincoln has mentioned to him previously. Lincoln's note on the verso gives the citation for the act and states he got the information from John Armor Bingham, a Representative from Ohio. The act referred to was "An Act to regulate the Duties of the Clerk of the House of Representatives in preparing for the Organization of the House," approved 3 March 1863. On War Department stationary.

It makes an alliance between the Rebels and Foreign States as impossible as it is for millions of Bondsmen to love slavery better than Freedom..." Requests that the House of Representatives postpone adjournment at least one day. Although it is not mentioned in the letter, the extension was needed to complete the Confiscation Act, which was passed July 17, 1862. The body of the letter is in the hand of John G. Nicolay, Lincoln's secretary. It is very unusual that the letter is signed "Abraham Lincoln," instead of "A. Lincoln." Grow was the House speaker. Basler, Roy P.
