Jefferson attacks the Federalists as favoring hereditary rule. Free franked. He mentions that public news draws him from reading Tacitus and Horace, which he calls "more agreeable reading." He also mentions Gov. Fenner of Rhode Island. Jefferson praises Fenner, who controlled state politics for many years. Jefferson writes that he wants to avoid writing things that will be quoted. Apparently Howell asked Jefferson's opinion of his successors. Letter also mentions Republican principles, Federalists, and Jefferson's reading. Letter written in Monticello.

Acts deal with defraying the expense of an Indian treaty in Ohio, paying a loan from the Bank of US, relief of Elijiah Bostwick, and additional compensation for public officers. The four acts were printed on one leaf and approved by Washington on 2 March 1793.

There are twenty copies of Dunlap's printing recorded. Seminal for Jefferson's thoughts recorded in the Declaration of Independence and said to have brought him to the attention of delegates as a talented writer.

Jefferson states that he received the decree against the Henderson's and is satisfied with it. He discusses the legal proceedings against his neighbors, the Henderson family, who built a mill and dam downstream from Jefferson's mill and dam on the Rivanna River. Their dam was affecting the water flow to his property. He remarks that he does not know if the defendants will oppose the decree, and mentions that all of the defendants but three are infants.

Jefferson, Secretary of State, writes Knox to hastily give his thoughts on the "treaty of Hopewell, the act of cession of N. Carolina and the act of acceptance by Congress." States that Congress's act of acceptance followed the Treaty of Hopewell, and that North Carolina can not use their right of preemption to take away the right of occupation of the Cherokees. The "question would be a disagreeable one between the general government, a particular government, and individuals." Jefferson thinks purchasing from the Cherokees the right of occupation is one solution. Docketed by Knox.
