The U.S. Constitution empowered the Federal Government to issue patents by providing, in article 1, section 8, that Congress shall have the power "to promote the progress of Science and useful Arts, by securing for limited Times to Authors and Inventors the exclusive Right to their respective Writings and Discoveries." Discusses a dispute with a neighbor, the Henderson family, and their dam near Monticello. States that although he does not remember the exact position of John and Charles Henderson's four acres of land, he knows they cannot build a mill without affecting his property. Indicates that he will do whatever possible to oppose the building of a dam, "should they propose to avail themselves of the canal of the old mill I will give orders for the immediate removal of every stone in the dam... otherwise I do not wish to disturb the dam, till my own mill needs the water...." Jefferson's handwritten copy of a manuscript with notes entitled, "Anno quinto G[eorge]. II 1732. Cap. VII, An act for the more easy recovery of debts in his majesty's plantations and colonies in America." Establishes a law to coordinate debtors' laws throughout the colonies in order to facilitate British creditors' collection of debts. The act subjects all colonial debtors' property to the claims of his British creditor. With separate blank sheet of paper.

States that he has received his letter and will answer the two inquiries he posed on the subject of the mould board for a plow at Monticello. Describes in detail design modifications that can be made to the mould board to improve the plow's results. Comments that though the plow will be improved, the results will not be as aesthetically pleasing as the original. Lower right corner of page is missing. There is some text loss, including half of Jefferson's signature.

Virginia Governor Jefferson tells the "County Lieutenant of Berkeley" that men having been deserting from the French army and navy in America and instructs him to give orders to apprehend any possible foreign deserters at the ferry crossings in Berkeley. He is to send any suspects to the headquarters of the Marquis de Lafayette. Being addressed from Charlottesville is unusual.

Templeman's written description of his improvement is signed by Thomas Corcoran and John Oto as witnesses. The final page, signed by Henry Leavitt Ellsworth, contains a written description of several diagrams of Templeman's invention. Sealed and bound with faded white ribbon.
