Discusses military organizing for the suppression of the Whiskey Rebellion. Expresses his desire for "a strong company of the militia from each of the three counties." Irvine was a Pennsylvania congressman and army officer who commanded troops to put down the Whiskey Rebellion.

Writes that he called to say goodbye this morning but did not want to disturb Knox since Knox has been ill. Discusses military stores "in case of Offensive operations to the Westward," and has included an estimate. Mentions that the stores at Fort Pitt are only sufficient for a defensive plan. Hopes there will not in the future be "so great a consumption of stores in that quarter without execution."

Written by Irvine as Brigadier General to Moore as President of Pennsylvania. He is concerned with British deserters and prisoners enlisting into the Continental Army despite the vigilance of recruiting officers. Since there is no defined punishment for these offenders in Military Law, Irvine suggests that they be tried for perjury and put in prison. Says this is only his opinion and gives the suggestion to Moon to consider. Gives example of Gavin Miller, a British prisoner who enlisted under false pretenses and who is now imprisoned in Carlisle. Irvine, a member of the Continental Congress and former Brigadier General in the Revolutionary War, writes to an unknown recipient. Refers to an enclosed sketch of the Allegheny River (not included with this document). Discusses navigation of the Allegheny, Susquehanna, and Tioga Rivers in Pennsylvania. Addresses possibilities for navigating French Creek and (Conewango?) Creek. Only the last page of this document survives.

Contends that "there is nothing in the Constitution...that gives the Legislature much less the Executive a shadow of Power to cede...a single foot of ground, the territory right of soil or jurisdiction of any state."
