Transmits a copy of a 22 July 1861 letter from Comme Lynch (possibly William Francis Lynch) to the Confederate Secretary of the Navy (Stephen Russell Mallory). Also sends a copy of a 31 July 1861 letter from the Confederate Secretary of War (Leroy Pope Walker) to Huger (neither letter is included).
