Joseph Hooker circumvents the normal military practice of waiting to send out copies of battle reports until after their release through proper channels in order to scathingly criticize General George McClellan's leadership in the battle of Williamsburg. He writes to Senator Harris because many of the men lost in battle came from New York, the state Harris represented.

Perkins, Assistant Adjutant General for the 11th and 12th Corps. Sherer applies for twenty five day furloughs for Sergeant Daniel Rettis and Private Henry Wilson of Company K, 15th Illinois Cavalry. Reports that Rettis was recently informed of the death of his child and severe illness of his wife, and that Wilson is having trouble with the lessee of his farm. Hooker approves of the request. Autograph endorsement signed on verso of a document.

Asks why Blaisdell opposes the commission of Daniel E. Granger as 2nd Lieutenant in his regiment, as Blaisdell, with other officers, had recommended Granger. Writes, "Will you please inform me if you have changed in this respect & what influences have caused it. Today is the first intimation I have had of it."

Typed and signed as a true copy by Albert L. Mills as First Lieutenant and Adjutant First Cavalry. Major General Hooker recommends Colonel Brisbin "for the Colonelcy of one of the new colored regiments" to Stanton, Secretary of War. Praises Brisbin's service in the Civil War: "He served under me and has been one of the successful Generals of the War." These typewritten copies date to circa 1887-1891 based on Mill's rank and assignment at the time.
