Defends states' rights. In reference to the passage of the Indian Trade and Intercourse Act in July, 1790, he argues that if the Congress becomes the arbiter of land titles, the states' sovereignty will be diminished and all "landed property" will be in jeopardy. Alludes to the Yazoo land deal the two men were involved in, which was affected by the legislation.

Warning Lee that he is being accused of aiding Tory schemes to "discard" Washington. Knows these accusations are false since Lee would never "attempt any thing not evidently calculated to serve the cause of Whiggism." Also expresses disgust at the possible appointment of John Moore, and hopes Hawkins is retained in his current post. Also states "Gilmour I think ought to be dealt with but the power of the Executive will not reach so far as the seizing papers." Signed twice, once on docket. Harris is possibly Philemon Hawkins.

Printed circular letter signed by Patrick Henry as Governor of Virginia to the County Lieutenant of Berkeley telling him to keep his militia prepared for duty. Says the Continental Army may be forced to retreat and that Virginia might be called on for help. Says "As the volunteer scheme does not promise to succeed, the militia will be our only resource, and from that must we draw so many men as the exigency of things may require." Partially printed document signed by Henry as Governor of Virginia. Appoints fourteen men as justice of the peace in Augusta County, Virginia. They are given the duty of "Oyer and Terminer for the trial of Slaves in the said County ... for the purpose of trying, condemning and executing, or otherwise punishing or acquitting, any slave committing a capital crime within the said County." Wax seal at bottom or recto, next to Henry's signature.

Henry, Governor of Virginia, encloses a piece of paper (not included) informing Johnson, Governor of Maryland, that the inhabitants residing near the Potomac River are in danger. Reports that several British warships are sailing upriver, and that he has ordered galleys to the meet the enemies' ships. Requests that Johnson send vessels to assist in defending the Potomac.
