Signed by Hendricks as Governor of Indiana and directed to the Governor of Pennsylvania, John Andrew Shulze. Resolution approving the resolution of Ohio General Assembly which had called for the various states and U.S. Congress to consider a system of gradual emancipation of black slaves, provided they agree to be colonized elsewhere.…
