Commandant Hartcup writes that he received Haldimand's dispatches dated January 31, 1782. Reports on the last matter of importance to occur, Lord Cornwallis's surrender at Yorktown and Gloucester in Virginia to the French and American forces on October 19, 1781. Mentions that he heard about the King's speech in the Rebel Papers stating that the King and the two Houses of Parliament were resolved to continue the war despite the capture of Cornwallis.
