Ordering all American troops North of the Rio Grande. Also orders Sheridan to inspect any damage his forces may have done, so that "if claims are hereafter made...we should know the justice of them." Following the end of the Civil War, Union troops under Sheridan were stationed along the Rio Grande in order watch exiled Confederates and stabilize the border with Mexico, which was very unstable at the time. On occasion American troops crossed over the border and became involved in the fighting.

Title: Pardon commuting death sentence of Charles Purdue, convicted of arson while at sea.

Convicted of arson on the high seas; sentenced to death by hanging. Pardoned by recommendation of the convicting jury and since it was the first such conviction to fall under the statute of 1790, imposing the death penalty for the said offense, and that Purdue could not have known the consequences of the crime. It was also stated that there had been no intention to destroy life and none were lost. Grant recommends "...his sentence be commuted to some long term of imprisonment at hard labor...". Order requiring soldiers to have a pass approved by Grant himself if away from camp at night, but no pass at all is required to leave camp during the day. Hopes that his leniency on the latter issue will lead to obedience on the former. Two days earlier Grant had been made a Colonel and put in charge of the Twenty-first Illinois infantry regiment. Grant soon whipped the notoriously rowdy regiment into much better fighting shape. Written at Camp Yates.
