Speaks on behalf of a Mr. Swett and Calley who would like to settle on "a small Tract of your Land, viz about 25 Acres ... " Says the gentlemen were the first to apply for the land and should receive first priority. Written in Portland, Maine, which was once part of Massachusetts. "Free" handwritten on address leaf with no signature.
