Regrets the fact that the government of the United States has allowed the Friar Lands to be occupied, and warns that if "the Filipinos are allowed to disregard our laws in this connection now and proceed with impunity, it is not at all unlikely they will feel encouraged to encroach on some other people's rights in the near future."
