Pickens and the Executive Council; James Chestnut, Jr.; and G. W. Randolph. "Four Regiments to be accepted for 90 days having conscripts in them during that time, then ... disbanded. Conscripts in them to be assigned by the Secretary of War. Others in the Regiments not liable to conscription to be then discharged."

Bragg states, that the Ordnance officer at Atlanta asserted to him that the road refused to transport arms and ammunition, and that then he (Genl. Bragg) directed the Quartermaster's Department to use force, if necessary, to get forward these supplies, and report the facts to Col. Hadly, Supt. The supplies were forwarded, and force was not used. Authorizes the export of government-owned "cotton, tobacco, and other produce and merchandise." Docketed: "Secret." Passed by the Senate on 23 November 1864 and by the House of Representatives on 18 February 1865.

Secretary of War Davis responds to a letter from California Senator Weller sent on 12 January 1857, which included an enclosed document from Thomas Buckmaster. Reports that Buckmaster claimed Davis had underestimated the amount of money Congress owed individuals and companies for supplies purchased by Crosman, (possibly George Hampton Crosman), former Major in the Army. Davis replied that Crosman's successor, Major Babbitt (possibly Edwin Burr Babbitt) has investigated the matter and sent an estimate on 24 January 1857 to the Ways and Means Committee.
