Written by Clinton as Command of Chief of British forces in America to Germain as British Secretary of State for the American Colonies. Detailed report of his recent activity. Says he evacuated Philadelphia on 18 June 1778. Details the problems of the retreat across New Jersey. On page three lists the units undertaking certain actions in the margin. Mentions tough crossing of the Raritan River. Believes Washington's army to have 20,000 troops. Report on General Clinton's feint northward up the Hudson in support of General John Burgoyne's southward thrust. But in the late summer and early fall of 1777 Clinton, who was given vague orders, decided not to move his forces against Albany, which was Burgoyne's destination, but to only create a diversion that extended little further than Kingston, about 40 miles south of Albany. In October, he moved up the east side of the Hudson and crossed to the west side at Stony Point. Despite the fact that "the Commander in Chief...shall not oppose the reviving Civil Government" for the purpose of meeting "the Rebels on the Ground taken up by General Washington in...the Capitulation of York Town," General Clinton, writing on behalf of "His Majesty's Commissioners," advises against declaring New York at peace. He claims that "a Revival of the Act of Trade would immediately set aside the restraints at this port." Docket identifies this as a "Sketch of a letter from the King's Commissioners to Lord Geo. Germain."
