Bradford gives condolence to his daughter, Lydia, for young men who died at sea, and expresses the sentiment that while this may be unfortunate "to us as men, it must be right as relative to Deity." He also mentions visiting a Roman Catholic church in Philadelphia on Christmas day. There is also some discussion of legal business before Congress; Bradford was a senator from Rhode Island.

Signed by Bradford as notary public. James Bowers, Master of the Brigantine Flora from New York, had been seized and all his goods confiscated by a Royal Navy Schooner of War, the George and Ophelia. The protest notes that "perfect Peace and Amity existed between Great Britain and the... United States" at that time.

Bradford laments having missed Knox in Rhode Island in August and waited on Knox in Boston to discuss the Muscongus lands. Bradford reminds Knox that Bradford's grandfather first initiated payment for those lands, and Bradford's father and himself have had to continue the business. Bradford hopes that Knox will help settle this affair and respect Bradford's rights.

The letter is signed by William Bradford. James D[illegible] signed as a witness and Joseph Rawson signed as a witness and Justice of Peace. William Bradford appoints Henry Knox to be his "true and lawful" attorney (Power of Attorney). Appears that the legal agreement is particularly pertaining to land in Penobscot [County?], Maine. There is a note from Joseph Rawson at the bottom of the letter certifying the agreement.
