Binns informs Spinner, United States Treasurer, "I see by the paper that on motion by you, a resolution was adopted authorizing the President of the Lincoln Monument Association to employ additional persons to aid in the work, and that the Agencies were to be reorganized. May I offer my services to the kindly consideration of the Association? Although a private individual, and not fully aware of the objects of your Society, perhaps some way may suggest itself by which I may be useful... " Docket indicates that Spinner replied to Binns's request 10 March 1871.
