First page signed by Charles Cocks and Benjamin Langlois, of the Office of Ordnance. Includes a signature "Amherst," Jeffrey Amherst, a general in the British army (no first name is written). Certifies that George Pratt, gunner of the sloop Shark, has given an account of the expense of gunner's shares from 6 May to 19 November 1776. A note on second page, signed by Robinson N. Bowman, states that the certificate for Pratt is on the other side and informs that Mrs. Pratt will call on him for her marriage certificate. Also mentions paying a man named Clark his wages.

General Amherst approves of Hancock's discharging "the Amherst, & the Snow Friendship" and recommends "discharging Captain Waddle." He asks Hancock's assistance to help prepare a vessel that had to stop in Boston's harbor to continue its journey during the French and Indian War. Concludes with a reference to a letter being sent from Hancock's nephew, possibly John Hancock. Second page contains a manuscript note with a short biography of Amherst and a suggestion that the referred to nephew was John Hancock, dated June 14, 1862.
