Charles Manfri, alias Charles Mansfield, was convicted of violating the Harrison Anti-Narcotic Act in the U.S. District Court of New Jersey and sentenced to four years in the State penitentiary in Baltimore, Maryland. Wilson commuted his sentence to end April 3, 1920 and signed in purple pencil, no reason given for clemency. Countersigned by A. Mitchell Palmer. Printed document with blanks filled with type.
