Says he is worried "about the nature of the power which is attempted to be exercised by Congress[.] you and myself cannot fail to agree in pronouncing it a bold and daring assumption - warranted neither by the constitution or the principles of justice."…

Asks the Committee of the Paytable of the Colony of Connecticut to pay Spencer forty shillings. A note signed by Spencer on the verso indicates he received the order in full.

Writes that this will only work if the public holds Wilson responsible for the past, and ultimately, the future. Written on Sagamore Hill letterhead.

Recounts that he allowed his men to recover and refit the ship before they sailed for Charleston. Informs James of the surrender of Charleston, which he claims took place 2 May.
