Title: Henry Clay's letter on emancipation.

While opposed to slavery, Clay argues that emancipation is a greater evil. His solution combined gradual emancipation with colonization. He says that the "Social, moral and political degradation would be the inevitable lot of the colored races" and points to the severity of Northern penal legislation against Black freedpeople. Converse preaches that Blacks, "though they might be freemen in name, can never be raised to the rank and privileges of freemen in this country." One section of the report states: "Abolitionists may not, therefore, slumber at their post, or relax a single effort. It is true, a mighty change has been wrought in individual sentiment within the last five years, favorable to the right of our colored countrymen; but public sentiment is still powerfully enlisted on the side of slavery."

Reminds readers of the possibility of secession if the decision favored the abolitionist cause, and reminds them also of American racism. In 1857, Hinton Rowan Helper, the son of a western North Carolina farmer, published one of the most politically influential books ever written by an American. 'The Impending Crisis of the South' argued that slavery was incompatible with economic progress.
