Francis Lightfoot Lee warns his brother, then on a diplomatic mission with Benjamin Franklin and Silas Deane to obtain aid from France during the American Revolution, about the intrigue surrounding the recently recalled Deane. Indicates that Deane has formed a faction within Congress determined to "remove all the old friends of Liberty & Independence." Comments that he does not know Deane's specific intentions but suggests that he arm himself with "the means necessary, both for attack & defence."

Letters are regarding the re-chartering of the Bank of the United States as Biddle establishes a branch of the bank in Buffalo, New York, changes in policy and tightening of credit as President Jackson's opposition to the Bank is felt, and finally, the closing of the Bank after the expiration of its charter. He states that no rice ships will be allowed to sail until the Continental Congress is fully resolved. Letter addressed to Goddard as the Inspector General of the Constitutional Post Office. He discusses a medal wrongly awarded by the War Department to a private for the capture of General Custis Lee at the Battle of Sailor's [i.e. Saylor's] Creek, Virginia, April 6, 1865. He claims that David White of the 37th Massachusetts Volunteers actually should have received the medal instead of the private in the 121st New York Volunteers. He explains the battle and the circumstances of the capture. Date inferred from Alger's tenure as Secretary of War (1897-1898).
