In reference to the slave trading ship "Eugenia." It appears the ship was captured for violating the 1808 law against the international slave trade. Dallas does not believe proceedings can be taken against Captain Calderon unless he is a citizen or resident of the United States. Sends the governor of Kentucky resolutions from the Rhode Island Assembly. The resolutions, printed on the verso and signed by Rhode Island Secretary of State William H. Smith, ordered Dorr to tell the president, congress, and state governors and governments that the Rhode Island General Assembly was in session. Dorr signed as governor. Dorr supporters, desiring more liberal suffrage laws in Rhode Island, had organized and elected their own convention, wrote a new state constitution, and elected Dorr governor. Written by Ellsworth as Chief Justice of the Supreme Court to King as American Minister to England. Ellsworth was selected by Adams as one of three peace commissioners that was sent to France in 1799. The team of diplomats successfully negotiated the Treaty of Mortefontaine, which freed the United States from its treaty obligations dating from the Revolution. Ellsworth developed a kidney ailment afterward and was in Bath trying to recover his health. Thanks King for sending him a packet of information. Provinces stationery. Docket notes, "50,000 Enfield Rifles offered to be furnished at the rate of 3000 per month- Price not to exceed $18.50 delivered in New York City."
