Welles, Secretary of the Navy, congratulates Stringham, Flag Officer and Commander of the Atlantic Blockading Squadron, for the Squadron's August 1861 capture of Forts Hatteras and Clark, North Carolina. Declares "The successful result thus far of an expedition projected with great care and the occupation of the positions commanding the most important inlet on the Coast of North Carolina, will be attended with consequences that can scarcely be over-estimated. Title: [Regarding African American troops in Missouri]

President Lincoln states that commissioners are "to appraise negroes in Missouri." Mentions that he was previously unaware of General Order No. 135 issued in mid-November 1863 by General John McAllister Schofield, in command of the Department of Missouri. That order had authorized the enlistment of enslaved people, without consent of their owners, and with compensation promised to loyalist slaveholders.

Written at Fortress Monroe. Stringham, Flag Officer and Commander of the Atlantic Blockading Squadron, writes to Mercer, Captain of the Wabash, flagship of the Squadron. Reports, "It affords me pleasure to be the medium for forwarding to you a copy of the Hon. Sec. of the Navy congratulations on our recent victory at Forts Hatteras & Clark. Bulkley, Captain's Clerk on board the Wabash, reports to Mercer, commander of the Wabash. Records details of the 28 and 29 August capture of Forts Hatteras and Clark, located on the Hatteras Inlet, North Carolina. Reports times when firing occurred, details related to the actions of other ships in the squadron, and orders received. The Wabash was the flagship of the Atlantic Blockading Squadron, commanded by Silas Horton Stringham.
