Printed circular from the Navy Department ordering officers to set up Boards to review all Assistant Engineers for possible promotion. Lays out the rules under which these review boards are to be conducted, and the requirements for promotion, such as "knowledge of the first six books of Euclid, of plane geometry...of conic sections, and of the strength of materials." Orders the board to score the candidates, and pass their opinions on to the Navy Department. Marchand was captain of the U.S.S. Lackawanna.

Don Juan Ellis was a Sergeant in the Fiftieth North Carolina Infantry.

A pass granting permission to cross the picket lines, but with no name filled in. Signed by Edmundson. Jesse Wright Edmundson was a Sergeant in the Fiftieth North Carolina Infantry, and was among the youngest to serve as an officer during the Civil War.

Can not assure Lucy regarding a possible visit due to the danger of the roads and the uncertainty of his location. In closing, notes "I shall always make it a rule to write you by the post, and expect the same from you."

Comments that Boston will choose representatives the same day he writes. Expresses relief that Henry's wife, Lucy, and their child recovered from a recent bout of smallpox. In closing, requests Knox to procure an order "for the Cloth & Arms & other necessary's for my Regt- dont forget I shall be ambitious to make as good an appearance in field..." Relates that in future letters, he will sign as "your friend," due to the danger of correspondence…

Writes to Dr. Cox, the Brigade Surgeon in charge of hospitals, to order him to arrange for the wounded soldiers from Culpepper to be sent "by Rail Road immediately" to Alexandria, Virginia by authorization of Genl. Pope. An autograph note signed by McParlin on the bottom discusses the necessary paperwork and permissions being arranged. Written from the Headquarters of the Army of Virginia, "In the field beyond Culpepper." The Battle of Cedar Mountain on August 9, 1862, resulted in over 1700 Federal casualties. GLC02649.10 is a draft in McParlin's hand.

Responds to McParlin's request to have wounded soldiers removed from Culpepper to Alexandria, Virginia (see GLC02649.07). Indicates that "Your note of yesterday relative to transportation for wounded did not reach me till after nine o'clock this morning. Orders have been given for forwarding the wounded and sick," for which he ordered thirty rail cars. Adds that twelve ambulances were received. With McParlin's signed endorsement that this is a "true copy."
