William H. Haigh informs Williams that because of the "Stay Law" all legal cases have been shifted to the Superior Court, which is now overburdened and has refused to hear civil cases. Therefore, Williams's case, apparently regarding a land claim, has little chance of being heard. Haigh quotes "Othello" in reference to the Stay Law. (see GLC00496.254.04 and GLC00496.254.05).
