Recently consulted the Count de Rochambeau, a French General, and through France's aid, the Continental Army may be able to gain naval superiority in the war. The Board states that it has petitioned Congress for the funds Knox needs for military stores and transportation, but has not yet received the funds. Worries that their previous plans must now be altered due to British reinforcements at Charlestown, Augustine and New York. Discusses where military stores should be sent in this case, preffering the East to the South. Docketed by Samuel Shaw, Knox's aide.

Notes matters requiring specific attention, including "visit the Redoubts frequently" and keep them furnished with supplies, call the rolls often. Also requests that Knox deal with the erection of new buildings and a shortage of tents. Also notes of Knox "I have so thorough a confidence in you and so well am I acquainted with your ability and activity, that I think it needless to point out to you the great outlines of your duty." Written at "Head Quarters," likely from New York or New Jersey.

Document suggests regulations and procedures for settlers on land belonging to Winslow and Knox, acting as representatives for the heirs and executors of Brigadier General Samuel Waldo.

Reports that two British citizens, Lord Loughborough [possibly Alexander Wedderburn, subsequently 1st Earl of Rosslyn] and John Skinner, have an interest in a portion of the Muscongus patent. Explains how these two individuals got involved with the land, which belonged to Francis Waldo through his father, Brigadier General Samuel Waldo.
