Riggs writes with news which has been passed along thorughout New York. Firstly, Riggs mentions Livingston's arrival home and the death of the King of Spain. Furthermore, Riggs discusses the failed Scottish colony at Darien, which had been captured and then colonized by the Spanish. Finally, Riggs mentions pirate activities in the West Indies, and the Lieutenant Governor's plans to travel to Barbados. Docketed on address leaf.
