Says the Continental Army may be forced to retreat and that Virginia might be called on for help. Says "As the volunteer scheme does not promise to succeed, the militia will be our only resource, and from that must we draw so many men as the exigency of things may require." During the French and Indian War, Lord Stirling (William Alexander) orders Bradstreet to travel to Oswego with supplies, regroup there, then proceed to Fort Frontenac to "bring off, set fire to, or in any manner destroy whatever Vessels and Boats the French have there either built or building" and, if possible, use a surprise attack to capture and destroy the fort. If successful, he is to return with prisoners to Oswego then continue on the Albany to await further instructions. Neilson signed on p. 2 that he will renounce allegiance to any foreign country, particularly Great Britain, and swear his allegiance to the United States.

During that time he was a prisoner of war for eighteen months, twelve of those at Andersonville Prison. Confirms that he testified against Andersonville's Commander Henry Wirz in 1865. Also notes meeting President Abraham Lincoln in 1861 on Lincoln's way to his swearing in. Provides other biographical details.
