Kempt writes from a transport ship, which will be leaving early the following day. He will therefore be unable to visit Winchester and his fellow officers. Encloses "reasons for declining doing the General duty of an agent for Prisoners of War," as well as complaints by Col. Baestler and B. General Winder. Kempt characterizes their complaints as groundless, and asks for Winchester's comments. He warns that these two officers must attend the requisite meetings with him, or they will risk forfeiting their parole.

Smith, Van De Vinter has been held in solitary confinement. He is unwilling to believe that this treatment could be "intended as a punishment for our justifiable attempt to regain our freedom."

Thanks for Winchester's advice and encouragement. Polk is glad to hear that Winchester is residing in private quarters, rather than in prison. He informs Winchester that the non-commissioned officers have written him recently regarding "the many hardships they endure which might be meliorated by the allowance of some of their pay." The men have written to Col. Gardner for assistance, but have heard nothing from him. The officers imprisoned with them have donated some of their own funds, but money is now running out. He has just returned from a ball, which he attended out of curiosity to see the local ladies, whom he found them much less attractive than the women of Quebec. He adds a paragraph about the fleet of enemy ships currently approaching the point, concluding: "this last paragraph is added for your male acquaintances."
