The act referred to was possibly a bill that doubled customs duties, which was passed on 1 July 1812, shortly after the War of 1812 began. The minority in congress was against the war. Barrington said he wrote Mr. Colton, a friend who had asked Barrington to use his influence with Sydney, saying that he does not solicit or recommend for posts, but that he would forward his letter to Lord Sydney, which he does here.
