Mrs. Wilkes discusses her meetings with President Lincoln, Secretary of Navy Gideon Welles, Secretary of State William Seward, Senator Issac Arnold, and General John Sedgwick in trying to get her husband husband's rank of Commodore reinstated (it had been annulled according to this letter). Wilkes was disrated (becoming a captain on the retired list) in November 1862, on the ground that he had been too old to receive the rank of commodore under the act then governing promotions. Title: Articles of Treaty between General Marion in behalf of the State of So. Carolina and Major Gainey & the Inhabitants under his Command which were Included in the Treaty made under the 17th day of June 1781

Clerical copy of treaty made between loyalist Major Micajah Gainey and American General Francis Marion. Gainey promises to disarm and swear allegiance to America. The second article notes that Gainey "will deliver up all Negroes, Cattle and other property." They loyalists will also give up all who do not agree to the terms and all their prisoners. In return, Gainey's men will be pardoned from treason charges. Those who do not accede "shall have leave to go within the British Lines." Written at Burches Mill on Peedee.

Perry writes to the secretary of the navy to recommend Dr. Richard Stevens for a position as a surgeon in the navy. Cites his experience as a surgeon's mate aboard the frigate Java in the Mediterranean and attests to his "extensive acquirements and eminent professional qualifications." The letter is pasted to a piece of paper. Pasted to the verso is an unrelated, undated note pertaining to a woman's request to have her husband's remains buried in the proper cemetery, which had been communicated through Commodore Perry.

Unsigned. The last page(s) are missing. Per David Mattern, Papers of Madison, the letter fragment appears to be in the hand of Augustus B. Woodward, who published it (Niles Register 1841, pp. 127-28). Woodward had written observations "addressed to the individual citizen" which the writer has given a hasty perusal. The writer notes that the Virginia Constitution should not be ascribed to Jefferson; the origin, he finds with George Mason, and the Declaration of rights "was substantially from the same hand" (i.e., Mason's). He ascribes the preamble of the Va. Constitution to Jefferson.…

Begins on 30 January 1862, when Payne shipped out from New York on the USS Richmond for 3 years of service. Covers Payne's entire enlistment; includes a running tab of pay due and accounts for supplies; contains many references to ships encountered, as well as various admirals and generals. The "Richmond" ranged from Vicksburg, Mississippi to Pensacola, Florida, but appears to have been based in New Orleans. Among the entries: 7 May 1862…
